Under general direction, provides management and support for all City information systems including; Enterprise software applications such as ERP, Saas, IaaS and PaaS, wired and wireless network infrastructure including the knowledge of router and network switching technology, knowledge of end-point device management such as Microsoft's Active Directory, desktop and end-point device management such as desktop phones, laptop and tablet computers. Knowledge of enterprise security best practices and system administration practices; and performs related work as required.

  • Information Technology Administrator Salary: up to $166,524.


  • Retirement: CalPERS - Formula is dependent on hire date and member status in CalPERS. Please see our benefit summary for more information.

  • Health Insurance: Effective January 1, 2024, the monthly Cafeteria Plan Allowance will be based on selected level of coverage, as follows: Employee Only Coverage: $986.84; Employee Plus One Coverage: $1,973.68, Employee Plus Family: $2,565.78 to use towards a CalPERS medical plan or cash out opt: $750/month.

  • Vision/Dental Insurance: The City pays the monthly premium for employees and their eligible dependents through VSP and Delta Dental.

  • Deferred Compensation: City contributes $50 per pay period Mission Square Retirement 457 Plan available.

  • Flexible Spending Account (FSA): City will contribute $30.76 to a FSA which can be used for IRS eligible medical or dependent care expenses. Effective the first pay period in July 2023, the City will increase the FSA contribution by $25 per period for a total of $55.76 per period. Effective the first pay period in July 2024, the City will increase the FSA contribution by $25 per period for a total of $80.76 per period.

  • VEBA Plan (Voluntary Employee Benefit Association): City contributes $69.24 per pay period.

  • Vacation: Accruals are based on length of service. Employees can earn 11-21 days of vacation based on years of service.

  • Sick: Accrued at an unlimited rate of 3.69 hours of sick leave per pay period.

  • Life Insurance: $50,000 + $50,000 AD&D Life Rate is .27 cents per $1,000: AD&D rate is .04 cents per $1,000.

  • Long Term Disability Insurance: The plan provides for 2/3 of monthly base salary up to a salary maximum of $4,500 per month. The maximum benefit is $3,000 per month. Elimination Period is the first 30 days of each disability. City pays entire premium.

  • Holiday: Receive 10 paid holidays and 5 days of floating holiday.

  • Tuition Reimbursement: $3,000 per fiscal year.

  • Bilingual Pay: $100/pay period if eligible.


Typical duties will include, but are not limited to:

  • Manages and supports Data Center operations involving all servers, databases, workstations, printers and related equipment;

  • Manages and supports all Police Department applications, including Computer Aided Dispatch (CAD), Records Management System (RMS), Property Management system, County Law Enforcement Systems, State and Local Law enforcement system, IP based radio systems, and RF based communications system and common frequencies, and banding;

  • Mobile Data Computers and associated systems and equipment, and performs all technical functions related to network infrastructure such as design, security and installation;

  • Provides system administrator support in connection with City-wide applications, trains and gives technical assistance to other Information Technology staff and to users;

  • Provides recommendations to the IT Manager regarding system needs and improvements;

  • Serves on committees; attends training sessions; and

  • Performs other related duties as required.


Education & Experience:

  • Education: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in information technology, business intelligence, data science or closely related field


  • Experience: Five years of increasingly responsible experience in information technology design, installation and maintenance. Additional years of professional experience in related field may be substituted for education on a year for year basis up to two years. Public sector experience is desired.

Knowledge of:

  • Current version of the Microsoft Server operating system, VMWare and Virtualization, Microsoft Active Directory, Microsoft SQL, DNS, IIS, Network services such as print servers, backup strategies and procedures, network security measures, and all aspects of current desktop and end-point device configurations in enterprise environment;

  • Current technology products and offerings;

  • Wireless networks, wireless end-point devices, mobile device configuration, and management and security requirements;

  • Current technology and offering for enterprise cloud services and vendors, including Software as a Service (SaaS), Infrastructure as a Service (IaaS), Platform as a service (PaaS), and Unified Communication as a Service (UCaaS);

  • Office365, and services such as SharePoint, Outlook, and OneDrive;

  • Microsoft Azure, Amazon Web Services (AWS), and Google Web Service offerings and integration points;

  • DBMS systems such as Microsoft SQL, Oracle and Structured Query Language (SQL)

Ability to:

  • Effectively maintain and support the City's network infrastructure and other critical systems;

  • Acquire a thorough knowledge of department and City policies regarding information systems;

  • Identify, and analyze, develop plans and implement approved changes to systems;

  • Understand and respond to departmental needs and application requirements;

  • Assess personal computer and network administration problems and, as appropriate, take or recommend corrective action;

  • Evaluate existing system and software/hardware capabilities relative to user needs;

  • Acquire skills related to special use system used by public safety and other departments within the city;

  • Effectively communicate technical information;

  • Maintain effective working relationships with those contacted in the course of work;

  • Work extended or irregular hours;

  • On a continuous basis, sit at a desk for long periods of time;

  • Intermittently stand, walk, bend squat, climb, kneel, and twist while working on computer equipment;

  • Intermittently twist to reach equipment surrounding desk, perform simple grasping and fine manipulation, use telephone and write or use keyboard to communicate;

  • Lift or carry weight of 50 pounds or less.

Possession of:

  • A valid California Driver's License.

  • A Microsoft Certified System Engineer certification (MCSE) or equivalent desired, but not required.
